Standard Of Basic Electrical Safety Competency: 2.0 - To Enter/Exit And
Move Around In An Overhead Line Designated Work Area

Objective

To ensure that candidates are competent to enter/exit and move around an Overhead Line (OHL) Designated Work Area (DWA) in an electrical environment safely and without causing harm to themselves and to others.

 

 

You must demonstrate that you can:

1. Enter/Exit a site in a safe and controlled manner.

2. Enter/Exit the Designated Work Area (DWA) included in your authorisation in a safe and controlled manner.

3. Identify the apparatus, plant and equipment and the precautions that are required to control the risks associated with the hazards of the site

4. Identify who is in control of all of the tasks to be carried out in the OHL DWA

5. Comply with the instructions to use Safety equipment and personal protective equipment (PPE)

6. Carry out the given tasks safely and in accordance with the requirements of safety rules and relevant codes of procedure and work instructions.

7. Identify and recognise the risks associated with damaged OHLs and the risks associated with excavation

8. Maintain the site safety demarcation arrangements and comply with them.

9. Maintain the general safe condition of the site at all times.

10. Leave the site safe for others including the general public.

 

You must know and understand:

A. The demarcation of the site as an OHL DWA.

B. The control of entry/exit to the DWA.

C. General safety rules and legislation associated with entry/exit to OHL DWA.

D. How to identify when it is safe to start your tasks in the OHL DWA.

E. The control measures used to ensure that the conditions on the site and in the DWA are safe for the required tasks to be carried out.

F. Good house keeping practices.

G. The type of apparatus and plant in DWAs and the associated electrical and general hazards.

H. Instructions regarding the safe use of tools and equipment including the requirements for routine checks.

I. Company instructions about the use of safety equipment and PPE.

J. How to prevent your task affecting the safety of others in the DWA.

K. The hazards associated with damaged apparatus and plant, tools and equipment and the action to take.

L. Emergency procedures.

M. How to respond safely with immediate basic emergency aid following an incident.

Areas covered by practical observation

Situations to include UGCs and adjacent live apparatus.

Work activity suitable for practical observation

Any work within an activity that requires an awareness of entry/exit to a DWA
